EU Liaison Officer | The Hague

What will be your role?

For TNO the European Union is an exceptionally important partner as a multiplier in terms of knowledge, network and finance. As EU Liaison Officer within ISP you will be shaping and coordinating the development of our EU related activities and relationships. Together with our other EU Liaison Officer you act as linchpins between TNO ISP and the European Union.
In this role your key focus is to align our units ambition with the opportunities that occur at EU level. On one hand you will facilitate the process of spotting of EU opportunities for ISP while on the other you will actively review and influence the quality of the proposals being developed to match the EU standards. As EU Liaison Officer for ISP you report to our Market Director and are part of the business development team and will be part of the TNO wide EU team, which consists of a group of EU Liaison Officers from different units within TNO.

Furthermore you will:

  • Initiate, coordinate and support operational activities for your colleagues within ISP: from proposal selection and preparation to final quality control you play a key role in our success of winning the right opportunities related to the European Union. You ensure topics are well addressed and support finding the right partners within and outside of TNO. You maintain the funnel of EU proposals and report results next to ongoing updates to ISP’s Management Team.
  • Act as a “sparring partner” to our Management Team when it comes to our approach towards the EU: you help us define our tactical ambition and focus topics in line with their scientific roadmap. You share knowledge on time about trends, developments and programs (eg. Horizon Europe, Digital Europe, Structural Funds, etc.).
  • Create, build and coordinate the right relationships within EU Institutions, European partners and other relevant stakeholders: you help us engage the right people and networks in Brussels and in the Netherlands (eg. European Commission, Public Private Partnerships, RVO, Ministry of Foreign Affairs and Ministry of Economic Affairs). You mobilize and support your colleagues in their EU activities (visits, workshops, conferences, etc.) and keep an up to date programs overview.

What we expect from you

  • A completed higher educational degree and substantial work experience in successfully managing complex stakeholder relationships, including an active and extensive governmental, EU and private network of decision makers/key figures.
  • Substantial, demonstrable success in influencing public and private decision makers and a keen interest in international scientific research programs, specifically in the field of IT.
  • Experience in organizing, coordinating or reviewing EU research proposals besides being familiar with TNO’s activities.
  • Innate talents and highly developed competencies when it comes to influencing, relationship building, coordination and motivation. You are a skilled negotiator and can apply different communication styles to reach desirable outcomes.
  • You are proficient in Dutch and in English, both in writing and speaking.
  • You are free to travel internationally at least once a month.

The selection process

Please apply before 27th of September, 2024. The selection process comprises two interview rounds. In a final meeting we will discuss the terms of employment and your tailored benefits package. We aim to finalize the entire process within four weeks.

The selection process may include an online assessment and a reference check.
