About this position
We are facing significant challenges: from fossil fuel-induced climate change to balancing housing development, nature conservation, and sustainable energy infrastructure in the scarce space available. What will be your role?
The department:
You’ll be working at TNO Vector, the centre for social innovation and strategy, within the Economics & Innovation Policy department. With a team of 25 passionate researchers and consultants, we’re working on a future-proof innovation climate to make the Netherlands and Europe stronger. We combine technology, innovation, and policy insights to address challenges from different perspectives and provide practical solutions.
Your work includes:
- Participating in national and European projects on topics such as:
- Current policies for technology, innovation, and industry.
- Innovation in ecosystems.
- Strategic autonomy.
- Innovation analysis and impact (e.g. on AI, quantum technology, cyber security, high-tech devices, satellite communications, etc.).
- Developing new methods and tools for the policy cycle (predict, design, analyse impact, implement, monitor, and evaluate).
- You’ll use the latest scientific insights and contribute to the ‘state-of-the-art’.
- Addressing socio-technical transformations, such as energy transition, industrial transitions, material use, and digitalisation.
- Performing data-driven analysis and foresight on R&D and innovation strategies of interest to the Netherlands and Europe.
- Sharing your insights, together with consultants or project managers, with policymakers, businesses, and society through reports, notes, and presentations.
What we expect from you
You have a strong motivation to contribute to a sustainable and just future. We’re looking for someone who identifies with the following:
- Preferably a completed PhD in a relevant field (e.g. Innovation Policy, Business, IT & Management, Industrial Innovation, Business Economics, etc.).
- Interest or experience in linking technical innovation with societal impact.
- An understanding of systems thinking (such as system innovation and system dynamics) and experience in applying systems methodologies.
- Strong awareness of your environment: you understand and appreciate the interests of different stakeholders and act on them effectively.
- You’re a team player who functions well in a collaborative environment, where dialogues are sometimes critical but always constructive and respectful.
- An excellent command of both Dutch and English, verbal and written.

The selection process
Please apply before the 18th of December, 2024. The selection process comprises two interview rounds. The preliminary interview takes place on the 15th or 16th of January, 2025. In a final meeting we will discuss the terms of employment and your tailored benefits package. We aim to finalize the entire process within four weeks.
The selection process may include an online assessment and a reference check.
A certificate of Conduct (VOG) is required before starting a new job at TNO.
As you will be working for clients in the domain of defence and security, a Certificate of No Objection issued by AIVD (The Dutch General Information and Security Service) is mandatory. This means you will have to undergo a security screening. Read more about security screening.
