Challenges system transformation

The gigantic developments in offshore energy taking place in the North Sea over the following years aims to create the Green Power plant of Europe, delivering cross-border projects and anchoring the renewable offshore industry in Europe. The successful completion of such ambitious targets in the Netherlands - offshore wind from 4.7 GW in 2024 to 21.5 GW by 2030, at least 70 GW by 2050; and to have installed 3 to 4 GW of electrolyser capacity by 2030 - implies acceleration in the energy market and industrial transformation.

Innovations and technological solutions

TNO is developing innovations and technological solutions to support industry and government on how best to use existing and future infrastructure, to minimize curtailment and maximize offshore energy supply for a better integration into the onshore system. As well, solutions on how to improve the viability of the business case of hybrid plants by utilizing multiple markets and on how a market reform could affect the offshore energy businesses when there are multi country connections.

Paper: Optimization Hybrid Power Plants

Revenue growth and grid efficiency via multi-market participation.

TNO’s case study on a hybrid power plant—featuring solar PV, wind, battery storage, and power-to-hydrogen conversion—demonstrates the potential for significant revenue increases.

The integration of flexible assets allows participation in short-term different electricity markets, resulting in monthly income boosts of over 100% in some cases, compared to relying solely on day-ahead markets. Additionally, the hybrid system reduces export cable utilization, showing that existing infrastructure can accommodate more generation capacity without requiring costly upgrades.

Impact of offshore bidding zones on hybrid projects

A case study of LionLink.

With this study, TNO provides quantitative insights into the impact of offshore bidding zones on offshore wind business under the 2040 energy scenario (TYNDP Global Ambition) by taking the case of LionLink - a planned interconnector that connects a 2000 MB wind farm to the UK and the Netherlands.
